Die Einstiegshürde ist sehr tief (ein Teil der Technologie kann mit fast jeder Office 365 oder Microsoft 365 Lizenz genutzt werden). Standardmässig ist der Zugang für alle Mitarbeiter völlig offen gehalten. Die Plattform wird als App & Workflow Entwicklungstool für jedermann angepriesen. Als sogenannte “Citizen-Developer” oder “Maker” (also im Prinzip Softwareentwickler ohne professionellen Softwareentwicklungshintergrund), soll es möglich werden, Geschäftsanwendungen in fast allen Ausprägungen zu realisieren. In einem Power Plattform Vorhaben oder Projekt können Stakeholder aus einem riesiges Spektrum involviert sein. Vom wenig IT-Affinen Fachmitarbeitenden, der alleine eine Lösung realisiert, bis hin zu interdisziplinären Softwareentwicklungsteams, in welchen alle aus der klassischen Softwareentwicklung bekannten Methoden (z.B. Requirements Enginieering, Scrum, Testing, Application Lifecycle Management) zum Einsatz kommen. In Bezug auf die Governance und Strategie erfordert dies eine differenzierte Behandlung, je nach Ausprägung der Endlösung.
